Aaron Walter Foster Sr., 54, is at the center of a political controversy in the Ramsey County sheriff's race. Ramsey County Sheriff Bob Fletcher re-opened an investigation this year into the 1981 shooting death of Foster's girlfriend, Barbara Winn. Winn died in her Maplewood home in 1981. Foster was arrested, but released and never charged. He said Winn committed suicide. Fletcher now says there's probable cause to show Foster is responsible for Winn's death. Foster, meanwhile, is a close friend of Bill Finney, former St. Paul police chief and sheriff candidate. Winn's family said they
